Synopsis
Arthur, a brutal ship-breaker in Baltimore's port district, takes his estranged father Frank's blood money to pay for his mother's transplant—but Frank wants him to storm Pier 49, a rival smuggling stronghold, as expendable muscle. Arthur smashes through, captures Elena, a dispatcher and bastard daughter of crime boss Carmine. They become allies, both discarded by their families. Arthur crushes all enemies and cuts off Vincent's (Carmine's heir) cash flow. Vincent teams up with Frank. Arthur baits them into a final showdown at the dry dock—but secretly hands Elena's decrypted money-laundering data to federal SWAT and the Coast Guard. As the two families commit their forces, Arthur springs the trap, letting the feds wipe out Baltimore's underworld empire once and for all.
